5.     PARTNERSHIP/SPONSORSHIP UP TO $5,000 WITH THE OKLAHOMA DEPARTMENT OF COMMERCE FOR THE 2019 ASSOCIATION FOR UNMANNED VEHICLE SYSTEMS INTERNATIONAL (AUVSI) XPONENTIAL TRADE SHOW, APRIL 30-MAY 2rd—Director Bird

        Approval to partner with the Commerce Department for an exhibit booth at the AUVSI annual trade show will be requested.

6.     PARTNERSHIP/SPONSORSHIP UP TO $750 WITH THE OKLAHOMA DEPARTMENT OF COMMERCE FOR THE AEROSPACE STATES ASSOCIATION (ASA) DUES—Director Bird

        Approval to partner with the Commerce Department for the 2019 ASA dues on behalf of the state will be requested.

7.     SPONSORSHIP UP TO $1000 FOR AERO OKLAHOMA AVIATION & AEROSPACE CAPITOL DAY EXPENSES—Director Bird

        Approval to sponsor $1000 of event expenses for AERO Oklahoma Aviation & Aerospace Capitol Day will be requested.

8.     LEGISLATIVE, CONGRESSIONAL AND REGULATORY UPDATE — Director Bird, Sandra Shelton, Public and Government Affairs Liaison  

The Commission will be briefed on legislation and public policy issues concerning airports, aviation and aerospace and Commission legislative initiatives for the 2019 Legislative session.

  1. SB 470—Repealing the $4.5 million cap on Aircraft Excise Tax Revenue
  2. HB 2099—Repealing the requirement that 50% of an aircraft’s operations must be charter for that aircraft to be exempt from the aircraft excise tax
  3. SB 904/HB 2118—Transferring the filing requirements on Wind Energy that protect navigable airspace from the Corporation Commission to Aeronautics
  4. Liability exemption for airport sponsors

9.     FIVE-YEAR AIRPORT CONSTRUCTION PROGRAM — Grayson Ardies, Deputy Director

The Commission will be briefed on the projects being recommended for inclusion in the Commission’s FY2020-2024 Airport Construction Program (ACP). The Commission’s ACP is the programming guide for federal, state, and local funds for airport development consistent with the Oklahoma Airport System Plan. Staff requests that the ACP move into the public comment phase. The ACP will be presented to the Commission for formal approval during the May Commission meeting.

10.   “AERO OKLAHOMA” AVIATION & AEROSPACE DAY AT THE STATE CAPITOL — Sandra Shelton

        Commissioners will be briefed on the Aviation and Aerospace Day, which is scheduled for March 19 from 9:30 a.m. to 2 p.m. at the State Capitol.

11.      AVIATION ART CONTEST — Sandra Shelton

Commissioners will be briefed on the 2019 State Aviation Art Contest.  This year’s contest theme was “My Dream to Fly.”  The entries for 2018 accounted for 1,219 entries and 86 schools across the state.
