6.     Approval to fill vacant position — Victor Bird

The Director will seek approval from the Commission to fill the soon-to-be-vacant Assistant Operations Officer position.

7.     AMENDMENT TO THE DELEGATING AUTHORITY FOR THE DIRECTOR TO ENTER INTO AGREEMENTS Victor Bird

The Commission will consider an amendment to the delegation of authority to the Director from the Commission to enter into agreements.

8.     APPROVAL TO PARTNER WITH OKLAHOMA DEPARTMENT OF COMMERCE AT NAT’L BUSINESS AVIATION ASSOCIATION ANNUAL CONVENTION — Victor Bird

The Commission will consider approving a partnership up to $5,000 with the Oklahoma Department of Commerce and other Oklahoma public and private entities to share exhibit space at the National Business Aviation Association Convention and Exposition, (NBAA) October 16-18, 2018 in Orlando, Florida.

10.    NATIONAL ASSOCIATION OF STATE AVIATION OFFICIALS (NASAO) CONFERENCE IN OKLAHOMA CITY— Victor Bird, Jane Mitchell

The Commission will be briefed on the planning of NASAO’s 87th Annual Convention & Tradeshow, September 23-26, in Oklahoma City, Oklahoma.

11.   OKLAHOMA MUNICIPAL LEAGUE (OML) CONFERENCE — Sandra Shelton

The Commission will consider approving $250 to exhibit at the 2018 Oklahoma Municipal League Annual Conference & Expo, which will be held Sept. 11-13, at the Cox Convention Center in Oklahoma City.

12.   NINETY-NINES INTERNATIONAL CONFERENCE — Sandra Shelton

The Commission will be briefed on a presentation made at the Ninety-Nines International Conference in Philadelphia, PA which was held from July 4-8, 2018. The presentation, covered the first-ever Women in Aviation and Aerospace Day, with special guest Senator Paul Scott.  Attendees learned how other states might emulate the 2017 Oklahoma Legislative Session bill that now has become national model legislation.

13.   KANSAS/OKLAHOMA UAS CLUSTER INITIATIVE CONFERENCEGrayson Ardies, Manager, Airport Development Division

The Commission will consider approving $1,500 to exhibit and sponsor at the 2018 conference which will be held September 12-13 in Broken Arrow, Oklahoma.

14.      CARLTON LANDING AIRPORT UTILITY LINES – Grayson Ardies

The Commission will consider giving Director Bird the authority to enter into an agreement with the required parties to relocate the utility lines that are located underneath the future hangar and taxilane development at Carlton Landing Airport.

15.    TEXHOMA MUNICIPAL AIRPORT INTERGOVERNMENTALGrayson Ardies

The Commission will consider entering into an intergovernmental agreement with the City of Texhoma for the rehabilitation and remarking of runway 3/21.

16.      CLOSURE OF LAKE MURRAY STATE PARK AIRPORT — Grayson Ardies

The Commission will be updated on the closure of the Lake Murray State Park Airport in Overbrook, Oklahoma.

17.      FAA MISCELLANEOUS PLANNING GRANT – Grayson Ardies

The Commission will consider granting its approval to allow staff to move forward in accordance with Title 3, Section 85 of Oklahoma State Statutes and act as agent for the City of Seminole for the development of a miscellaneous planning study and accepting a FAA Grant Offer. The approval is contingent upon on FAA making a Grant Offer. This study will conduct the planning work, develop a scope and cost estimate, and determine the ultimate layout for the parallel taxiway realignment project.

18.    CAPITAL IMPROVEMENT GRANT PROGRAM - Dale Williams, Deputy Director- Airports.

  1. The Commission will consider approving funding for Phase I of a project that is currently identified in the Commission’s approved Capital Improvement Program at Carlton Landing Field (a State owned airport).  Phase I consists of the design and relocation of an existing waterline on airport property. Based on estimates, the total project cost is $100,000. An approval is contingent upon the Commission receiving an acceptable Agreement indicating the funding shares. 

 

Action Required 

  1. The Commission will consider amending state grant 90F-18-S, for the construction of taxilanes at Broken Bow Municipal Airport.  The total amended cost is $600 and will be funded with $570 state grant funds and $30 of sponsor matching funds.

  1. The Commission will consider approving a state grant for a project that is currently identified in the Commission’s approved Capital Improvement Program at Clinton Regional Airport.  The project consists of installing new LED medium intensity runway lights and Precision Approach Path Indicators (PAPIs).  Based on bids, the total project cost is $487,958 and will be funded with $463,559 of state grant funds, and $24,399 of sponsor matching funds.  An approval is contingent upon the Commission receiving an acceptable grant application.   

 

Action Required

  1. The Commission will consider approving a state grant for a project that is currently identified in the Commission’s approved Capital Improvement Program at Eaker Field (Durant) Regional Airport.  The project consists of extending the runway 1,800 ft. and rehabilitating the existing runway.  Based on bids, the total project cost is $6,489,166 and will be funded with $4,264,707 of federal grant funds, $224,458 of state grant funds, and $2,000,001 of sponsor matching funds.  An approval is contingent upon the Commission receiving an acceptable grant application.  The Commission is making half the sponsor’s required federal match.

  1. The Commission will consider approving a state grant for a project that is currently identified in the Commission’s approved Capital Improvement Program at El Reno - Regional Airport.  The project consists of rehabilitating the apron.  Based on bids, the total project cost is $306,517 and will be funded with, $234,760 of state grant funds, and $71,757 of sponsor matching funds.  An approval is contingent upon the Commission receiving an acceptable grant application. 

 

Action Required 

  1. The Commission will consider approving a state grant for a project that is currently identified in the Commission’s approved Capital Improvement Program at McAlester - Regional Airport.  The project consists of rehabilitating runway 02/20 and portions of the connecting taxiways.  Based on bids, the total project cost is $4,613,503 and will be funded with $4,152,151 of federal grant funds, $230,675 of state grant funds, and $230,677 of sponsor matching funds.  An approval is contingent upon the Commission receiving an acceptable grant application.  The Commission is making half the sponsor’s required federal match. 

 

Action Required 

  1. The Commission will consider approving a state grant for a project that is currently identified in the Commission’s approved Capital Improvement Program at Watonga - Municipal Airport.  The project consists of installing a new Automated Weather Observing Systems (AWOS).  Based on bids, the total project cost is $165,074 and will be funded with $156,820 of state grant funds, and $8,254 of sponsor matching funds.  An approval is contingent upon the Commission receiving an acceptable grant application. 

 

Action Required 

  1. The Commission will consider granting its approval to allow staff to move forward in accordance with Title 3, Section 85 of Oklahoma State Statutes and act as agent for the Cities for the development of Preliminary Engineering Reports (PER), National Environmental Policy Act (NEPA) documentation, and accepting a FAA Grant Offer. The approval is contingent upon on FAA making a Grant Offer. The estimated cost of the project is $410,000 and will be funded with $360,000 of federal grant funds and $50,000 of state matching funds.

20.      RECENT TALL-STRUCTURE FATAL AIRCRAFT COLLISIONS — Grayson Ardies

The Commission will be updated regarding the National Transportation Safety Board (NTSB) Aviation Accident Primary Reports for two separate agricultural airplanes that collided with communications towers while maneuvering during aerial applications in Oklahoma.

Commissioners will be briefed on the number of APPPA permits that have been issued or denied, and other APPPA actions that have occurred since the January 2018 Commission meeting.

23.      ARDMORE MUNICIPAL AIRPORT SURVEY WORK – Grayson Ardies

The Commission will consider approving survey work to be conducted at the Ardmore Municipal Airport to assist with obstruction removal for the development of their instrument approaches.  Estimated cost of the survey work is $30,000 and will be conducted through the OMES Division of Capital Assets Management IDIQ program.
