10. FIVE YEAR AIRPORT CONSTRUCTION PROGRAM – Nick Young, Airports Division Manager
The Commission will consider approving an amendment to the 2023-2027 Airport Construction Program (ACP) to add the following proposed hangar development projects as part of the hangar loan and grant program. Proposed projects, the sponsor’s preference for grant or loan, the estimated Commission share, and potential hangar size/type are listed below.
A. Claremore Regional Airport – $300,000 grant for a 100’x75’ box hangar
B. Clinton Regional Airport – $222,954 grant for a 92’x70’ box hangar
C. Enid Woodring Regional Airport – $300,000 grant for a 120’x120’ box hangar
D. Purcell Municipal Airport – $300,000 grant for four (4) 50’x50’ box hangars
E. South Grand Lake Regional Airport – $127,500 grant for a 60’x60’ box hangar
F. Stillwater Regional Airport – $600,000 loan for a 100’x120’ box hangar

11. AIRPORT CONSTRUCTION GRANT PROGRAM UPDATE – Nick Young
The Commission will be briefed on an amendment to state grant OUN-20-FS for phase 1 to rehabilitate the parallel taxiway system to runway 18/36 and 3/21 at Max Westheimer Airport (Norman). The amendment will allow for line-item adjustments due to additional testing needed. Funding will be moved from construction administration/grant administration to testing to offset costs due to the engineer’s estimate being under. The amendment will not increase the Commission’s previously approved share.

12. AIRPORT CONSTRUCTION GRANT PROGRAM CONSENT DOCKET – Ben Naghavi, Airport Engineer
Any Commissioner may request that any or all of these items be considered individually.
A. The Commission will consider approving a state loan for a project that is currently identified in the Commission’s approved Airport Construction Program at Ardmore Municipal Airport. The project consists of constructing a 120’x120’ box hangar. The total project is estimated to cost $2,168,000, with $600,000 of state loan funds and $1,568,000 of sponsor matching funds. Approval is contingent upon receipt of an acceptable loan application.
B. The Commission will consider approving a state grant for a project that is currently identified in the Commission’s approved Airport Construction Program at Enid Woodring Regional Airport. Phase 1 of the project consists of reconstructing runway 13/31. Based on bids, the total project cost is $2,429,065, and will be funded with $2,186,158 of federal grant funds, $121,453 of state grant funds grant funds, and $121,454 of sponsor matching funds. Approval is contingent upon receipt of an acceptable grant application.
C. The Commission will consider approving a state grant for a project that is currently identified in the Commission’s approved Airport Construction Program at Tulsa Riverside Airport. The project consists of reconstructing the connector taxiways for primary runway 19R/1L. Based on bids, the total project cost is $3,331,000 and will be funded with $2,997,900 of federal grant funds, $166,550 of state grant funds, and $166,550 of sponsor matching funds. Approval is contingent upon receipt of an acceptable grant application.
