From the Director of Aeronautics
State of Oklahoma

Dear Oklahoma Airport Community:

As many of you are aware, in connection with the public health emergency resulting from the COVID-19 pandemic, Governor Kevin Stitt, by way of an Executive Order, is requiring a mandatory 14-day self-quarantine for travelers coming from areas with substantial community spread of COVID-19, including but not limited to New York, New Jersey, Connecticut, Washington State, California, and Louisiana. I have attached the current version of the Governor’s Executive Order, 2020-13, filed on April 8, 2020, that requires the self-quarantining of such travelers (the pertinent parts, paragraphs 31 and 32, are highlighted). This requirement was originally in the Sixth Amendment to Executive Order 2020-07, effective on March 29, 2020. It also applies retroactively to travelers entering Oklahoma from an area with substantial community spread in the previous 14 days. There are certain exceptions to this requirement that are set forth in the Order (i.e., airline employees, and those performing military, health response, or emergency duties).

This would apply to all passengers from the states noted above, and any other areas that may hereafter be identified as areas with substantial community spread. I have also attached graphics for signage from the Governor’s office notifying passengers of this requirement, and a video message that does the same. I would ask that if you have a terminal you put such signs on any monitors and screens in your terminal. I would also ask that you print signs and put them up in places that are very visible to passengers. Sign holders may help you accomplish this. If you have the capability, please loop the video message in intervals on the system in your terminal.

I would also ask that you request any FBOs on your airport to do the same as I have requested of you. I would greatly appreciate it if you would also share this with your other airport tenants and businesses by way of email or social media.

I understand that this is an extraordinary request, but I know that you understand and appreciate that the only way we can get this public health menace under control and return our lives to some normalcy is through containment and mitigation measures such as these. Please help us to accomplish this. We are here to assist you in any way that we can. Please contact me or any of the OAC staff to assist you with implementing what I have asked of you. On behalf of the Governor, thank you for your critical help in fighting this horrible virus and disease. Your efforts will help to protect the safety, health, and welfare of your friends and family.
